US senators are working through the weekend for the initial time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators floated a plan unacceptable to Democrats: eliminating the ACA, known as Obamacare.
Deepening Consequences of Government Shutdown
The impact on Americans from the lengthiest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Plan from Florida Resort
As Saturday's session got started, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator stated.
Another senator commended Trump's suggestion on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Opposition lawmakers shared concerned responses to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."
Another senator responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare subsidies.
One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans rejected an offer to restart the government and continue the payments for a year.
Another senior Democratic senator persisted in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the long-term of the subsidies.
"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Political Situation
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the backing of several Democrats to restart the government, and the concept of repealing and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts indicated that the core of such a plan would eliminate the ACA's requirement that carriers cover patients with existing health issues.
After his golf outing, Trump went back to his residence and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the plan that was unsuccessful to secure enough backing in 2017.
