A Alert to Keir Starmer from His Personal Past: If You're Not Bold regarding Britain's EU Exit & Europe, His Labour Rivals Shall Be.

Seven years ago, a mere eight words to energize a Labour conference demonstrating the party was becoming disillusioned with Jeremy Corbyn. Although not exactly stirring rhetoric, the words were greeted with wild cheering as delegates rose in an impromptu ovation.

When the noise subsided, Keir Starmer, stood at the podium, visibly startled. He wasn't really accustomed to his speeches having such an effect. His statement was simply: "Nobody is ruling out remain as an option". Context, however, is key.

During that deeply polarized period of 2018, straying from the prepared script like this was always going to be seen as issuing a challenge to Jeremy Corbyn, who sought to prioritize leave supporters in key constituencies above the pro-European instincts of his party. With that single address, this grey-suited shadow Brexit secretary underwent a transformation – if only for a while – into a political gambler who championed the party's base against a leader he would later replace.

The Shift in Position & Closed Debates

In the years since, the landscape has shifted, not least to Starmer himself. An early move upon assuming leadership from Corbyn in 2020 was declaring the EU question was resolved by the previous year’s national vote. And, at the last one, he repeatedly emphasised manifesto “red line” commitments that ruled out re-entry into the EU, the single market or a customs union.

Like his predecessor, his strategy has been to pursue pro-Leave voters in target constituencies, despite survey data suggests a significant number have passed away or shifted opinion.

Pressure Building on the EU

However, the tables have turned and Starmer is now to face the pressures of being a party leader. While Europe is no longer the central crisis in UK politics, the cap which was firmly shut since Brexit is starting to loosen once more.

Both Starmer and Rachel Reeves have ramped up the rhetoric about the devastation caused by Brexit has inflicted on Britain's economic standing. It’s a useful stick to criticize Nigel Farage, who seldom discusses how leaving the EU was once his singular purpose and is still his only real achievement.

Nevertheless, the extent of the economic harm, which by some estimates has left Britain with a national economy that is significantly diminished compared to EU membership, dwarfs the micro-mitigation thus far implemented by ministers. Starmer’s so-called relationship reset agreed with Brussels in 2024 provides gains measured in fractions of a percent.

Cabinet Divergence & Bolder Ideas

The chancellor is among those trying to overcome entrenched Home Office resistance to a broader scheme designed to boost growth youth mobility scheme by which young people can move between Britain and Europe for work or study.

David Lammy has pondered publicly regarding the “self-evident” benefits of joining an EU customs pact, as several Labour backbenchers, such as the head of the Treasury select committee, recently voted for an opposition proposal on customs union membership.

Although Nick Thomas-Symonds, the minister in charge of UK-EU relations, now present at every cabinet meeting, maintains the red lines are still in place, there are ways to work around them. One idea would be to declaring the commencement of talks immediately on a much bolder deal, for inclusion in the next manifesto, to be enacted only after securing a fresh mandate.

The Prime Minister's Fundamental Doubts

However, Starmer has lately been damping it all down on the idea cautioning that rejoining an EU customs arrangement could undermine the commercial agreements with America, which he regards as key accomplishments of his premiership.

It is understood that the PM’s scepticism run even deeper, stemming from several key concerns.

  1. First, he believes any customs union agreement has been made much harder as ministers are actively diverging from EU regulations across a range of policy areas, like environmental standards.
  2. Secondly, the exorbitant price set for the UK to join the EU’s new defence fund and the ensuing failure in talks has led UK negotiators that former EU partners have little interest in cutting special deals to the UK and are more focused on proving that leaving the EU was a mistake.
  3. Lastly, America's latest security doctrine, praised by Moscow, is seen by some influential figures in Number 10 as a reason for Britain to maintain distance from the EU.

An Alarming Strategy and Geopolitical Considerations

This strange and concerning document claims Europe faces “civilizational erasure” due to immigration. It contains a single mention to Britain, found on a suggestion that the US government will intervene in British politics to foster the rise of nationalist movements.

However, instead of concluding that this renders America an undependable ally, ministers reportedly fear that deeper EU integration could upset the global balance by endangering precarious American backing for Ukraine, Nato and much more besides.

Succession Chatter and The Ghost of 2018

This situation brings us back to 2018. The PM has consistently stated his speech was not a pitch for the leadership but simply an attempt to preserve the “option” of remain in a future vote. Indeed, back then, he still supported a tailored trade agreement of the kind he now appears to be opposing.

Observers within the Prime Minister's office note that Wes Streeting, who just about everyone assumes would be a candidate for the leadership, is part of a clutch of senior ministers signaling they desire greater ambition regarding the EU.

Staff for the Deputy Prime Minister, another probable runner in a contest to replace Starmer, maintain she won’t discuss her position regarding a customs pact because it would only “escalate unhelpful speculation”.

The Clear Risk & A Wise Reminder

The danger is obvious. If Starmer rules out more meaningful steps towards a close relationship, he allows rivals to claim the territory where the overwhelming majority of the party's supporters are to be found.

It would be prudent of him to recall the impact just a few words had on his career seven years ago. There are options for a big offer on EU relations which the PM ought to consider; he should prise them open personally, rather than letting rivals adopt them as their own.
